Hello friends, neighbors, and family. My name is Robert Trotti and I am the new Pine View Estates HOA President. Myself, Crystal Chance (Vice President), Adam Van Pelt (Secretary) and Elise Bares (Treasurer) would like to let everyone know that we are here to help keep the property values and the community involvement at a high level.
So we can all get to know each other, we would like to see more involvement at the HOA meetings to make it more of a community of friends than just 100 individual homes. All HOA meeting times and dates will be posted on the Facebook page as well as this Pine View Estates HOA page. (https://pineviewestateshoa.com/) We will also post a sign on Kay Rd. for people without access to computers. We look forward to seeing you at the next meeting.
We also wanted to make everyone aware of some outside complaints we are receiving regarding various animal situations in the neighborhood. We do not want to be an overbearing HOA that has to discipline our friends and neighbors with letters and/or fines. We just wanted to remind everyone the Bartow County Laws regarding the issues we are seeing in the neighborhood.
Dogs that are allowed to roam the neighborhood without a leash are in violation of Bartow County Animal Control Ordinance Chapter 14, Article II (attached). Simply stated below:
"When an animal is off the premises of the owner or the person having possession of, responsibility for, or custody of an animal, "secure control" shall mean: the animal is secured by a leash, chain, tie or other device held by a competent person"
Simply stated, if the dog is not on the owner’s property, they are to be on a leash! It doesn't matter if the dog is friendly or not. Everyone doesn't know the animal and therefor it cannot be assumed it is friendly, especially when it comes to delivery drivers. Regarding homeowners that have chickens/roosters. Per Bartow County Zoning Ordinance 3.2.2 it is stated that unless you have over 2 acres of land, there shall be no livestock permitted. If you know of someone in the neighborhood that is in violation of this ordinance, contact the Bartow County code enforcement officers below:

Zoning Ordinance of Bartow County 3.2.2 - Define Agriculture Zone 4.8.1. - Allowed zones 5.17.3 - Special Agriculture Provision 7.1.1 - All building/property ordinances, definitions, and limitations Within an A-1 agriculture district the following uses shall be permitted: 7.1.1 Within the A-1 agriculture district no building structure, land, or water shall be used except with one or more of the following uses: .1 On tracts of land at least five acres in size all agricultural and horticulture uses shall be permitted provided that any chicken house (as distinct from a chicken coup, discussed below), meat processing facility, swine enclosure, dairy barn, or stable shall be located not less than 100 feet from the adjoining property line and not less than 500 feet from the closest point to any dwelling structure located on adjoining property. Any livestock shall not roam free and shall be kept in a fenced area. .2 On tracts of land at least two acres in size, limited agricultural and horticulture uses shall be permitted. A single chicken coup, or other enclosure, containing no more than a total of twenty chickens, hens, roosters, ducks, geese, or similar fowl may be located at least 100 feet from any property line. In addition, a single enclosure for any type of livestock, containing no more than eight (8) animals total, may be located at least 100 feet from any property line. Any livestock shall not roam free and shall be kept in a fenced area. Horticulture uses shall only take place in the rear yard and shall not be located closer to 10 feet from any adjacent property line. On tracts of land under two acres in size, no livestock shall be permitted.
